Sambodhi conducted endline evaluation of USDA McGovern-Dole Food for Education Project for FY14-16 grant and baseline evaluation of FY17-21. The project was implemented in the 10 districts of Mid and Far Western Development Region (MFWDR) in Nepal. The evaluation was commissioned by WFP Nepal Country Office and covered the period from January 2014 to December 2017. The main objectives of the evaluation were to study the results gained from the project activities through the project period to compare against the baseline conducted in 2015, and evaluate them under the evaluation criteria of relevance, effectiveness and efficiency, impact, and sustainability.
The FY14 end-line evaluation followed a Cross-Sectional design while the FY17 baseline follow a quasi-experimental Difference-in-Differences with Propensity Score Matching (DIDPSM) design. Both the evaluations had a common systematic desk review and mixed-method approach to enquiry with both secondary and primary data collection and analysis. For the
assessment of learning outcomes, Early Grade Reding Assessment (EGRA) tests were conducted with students of grade III for both FY14 endline and FY17 baseline evaluation. The student from the marginalized communities were focused in the study.For other project performance indicators, test of significance (CIs) and disaggregated and descriptive analysis were also conducted.
