Design of Monitoring, Evaluation, Reporting and Learning (MERL) Framework for Transform Collective

Transform Collective is a consortium of seven partner organizations committed to advocating and actualizing family-based care as the foundation of child protection. The collective is a multi-year project funded by UBS Optimus Foundation, undertaking implementation and knowledge generation. 

Sambodhi was engaged as the MERL partner of Transform Collective and was responsible for designing their theory of change, aggregate results framework, methodological outline, and assessing MEL capacities of member organizations.

Additionally, Sambodhi was responsible for: 

  • consolidating Program Implementation Pathways (PIP) for all collective partner interventions,
  • developing collective-level MERL Framework (Theory of Change and Results Framework),
  • defining MERL methodology for the three-year evaluative process,
  • creating the performance dashboard and the project’s Management Information System (MIS) plan guiding its operations, and 
  • building the capacity of all partners to operationalize the MERL architecture.
